Build a garage in (Northern) Virginia?

We want to purchase a house in VA, that we both like, but the problem is that the house does not have a garage. I was wondering what would be the conditions to be met in this case? Do we need an authorization, a permit? If yes, how do we get it? Thanks for any suggestion.

First, are there restrictive covenants on the house you are looking to purchase?  Would that prevent an outbuilding or garage?  If not, then you would need to contact the locality (city or county where the house is located) about obtaining a building permit, and the information you would be required to submit and the fee for such a permit.
