If you mean that you basically want someone to submit comments/information that will be emailed to you and you alone, you can use bravenet.com.  They have a forms offering that you can easily configure for your website.  If you are not into hardcoding a website with HTML, then this would be a great solution for you.  

With online forms, your website visitor can type in info and when they click "submit", the information will be emailed to you.  Your email address will be kept private and the info the visitor entered will only be seen by you.
