I'm from the Phil. I'd like to know the best kind of materials to use and its cost in extending an up and down room, the size is 4 meters and 12 meters my budget money is on Php150T....

The absolute 1st step is to find out if you can put the addition where you want to.   You need to make sure you will be clear of any underground utilities,(sewer, gas, water, electricity, etc.) and will the addition fall within the required lot-line set backs.  If it doesn't you will have to go for a variance, which will require hearings with abutters (neighbors) and an approval from the zoning board.

    The building inspector will need copies of your plans (and they may even require an engineers stamp of approval on them).

    Once you know you can get(or have gotten) the permit, you can sit down with a contractor/builder and go over the many different products available for its construction, and the life expectancies of them.

    Then after selecting your siding, doors, windows, roof, and trim options, bring your plans to a lumber yard and have them do a "take-off" to give you a quote on the materials needed.

    The contractor/builder will know if the addition can be done within your Php150T? budget.
