  1. Trouble shooter is spot on. Certainly your local zoning/code enforcement agencies can give you that info.

The issue, as he states, is likely more about height restrictions, though it's doubtful that 4 ft is restricted anywhere in the country.

As much an issue might be if you live in a neighborhood, that may have a home owners association, which likely has stated guidelines.

You don't need TUBES, but you should have a post hole digger, and know your frost line, and with a 4 ft chain link, the posts are usually 6 ft.

Obvious other "requirements" might just be in your thinking and method of install. Soil composition would be one consideration. Certainly LEVEL and PLUMB will matter, and time allowed for concrete filled to dry/set/cure, before stretching chain link. You might also consider anchoring a post or more, to something solid, such as a wall, or side of a house. You should also consider variations in having a gate, and it's effects in its action, if that is an intent.

    Just my two "sense"

  2. Here in Colorado, there are no building codes for fence construction.  Do have some height restrictions depending on the location, but the construction methods are not regulated.  Spacing between posts is generally 8 feet, can be farther apart.  Call up your local building department on Monday and they will give you accurate information.
