i think bullet is bullet is the right policy.if u think about ur neighbour if they kill or hurt ur loved one then will it becall as a mitake or should they  be forgiven.
  same think happening in indo-pak border.they are killing our brother just because of that our defence expenditure has increased.so effect our ecomomy system.it increased our unemployee problem,proverty and also it effect the total economy.
