  2. Video tape him in the act of stealing then he'll be busted. That dude must have no life.

You have contacted the authorities and you have gotten no where..i dont get it.... have you or he  or she talked to the parents .. and if this person has no proof get some... a camera.>>. cam recordering  when the person is bullying dont see it..borrow someones cell phone with a camera   etc!!!good luck

    I'm not sure alt medicine is the answer!  Hope you find a solution though
