I can download DVDs onto my laptop from my camcorder and also copy them onto a DVD disc the disc then plays on any computer but how do i get the disc to play onto a television with a DVD player.

The standard for Video DVDs says they should be written in Universal Disk Format (UDF) - PCs don't bother about the standard and neither do a lot of the cheaper players that use generic PC components.  Expensive players such as Sonys adhere to the standard, so you'll need to use a burning app that knows about UDF.  Try Ashampoo-Burning-Studio-Free.
