what do people mean when they say "bush league" ?

"Bush league" is a minor league baseball reference.

Terms like boonies, sticks, or bushes are used to refer to small, remote rural cities or towns.

It's sometimes applied to suggest low caliber of play, unsophisticated or poor play and tactics.

Some bush leagues were not directly affiliated with major league baseball.

The term is sometimes applied liberally to mean cheating, or underhanded play... which is probably incorrect to the origin of the term.
