Business Collaboration between an Indian & a Pakistani Resident?

Can some one help please. I want to know what should be the process to get permission for business collaboration between an Indian and a Pakistani resident. Also, if an Indian resident wants to hire the services of a Pakistani resident, what should be the process for making that legal.

I would be grateful for any serious response.
