Business Visa UK?

Question

One guy in my organization has applied for a Work permit for UK when he actually required to apply for Business Visa (Dumb!).

The application went to home office last week and I am told it will take another 3-4 weeks and then he has to send for stamping(Another week or so)

Can he apply for business visa and travel even though his WP is under process. He is required to be here for just 2 weeks and coming here for application training (Not for working!)

Having lived in the UK the Home Office is quite padantic about stuff like that. There is a good chance he will be stopped at Immigration Control and it is best he immediately contacts the Home Office.
