II just moved to Tijuana and I'm looking for information about starting a car business in Mexico. I need to know certain details like the fees for importing and registering the cars in Baja, California. I need to know the DMV rules here and what restrictions there are.

just go to one of the many, many many "registracion de autos" businesses lining the otay border crossing area...they may be able to lead you in the right direction.
