Busy signal charged?

I am trying to call out of country and keep getting busy signal, do you get charged for that??

  1. no you only get charged if you reach an answering sysytem or someone pick up the line and makes the connection complete, a answerinbg device answering your call is considered a complete connection


  2. You dont get charged it the call doesnt complete. (someone pick up on the other end)

  3. Other countries busy signal and the way you hear the phone ring doesn't sound like our US phone system. Are you sure its not ringing and you are hanging up too soon?
