To whomever is paying him.  Regardless of whether or not people agree with him, regardless of whether or not he's relevant, he will still be watched (or listened to), if only because people want to yell at their TV (or satellite radio).  Thus, at least for TV, they can charge more for commercials and so on.  More $ for the company means more $ for Rush.
