Buying and selling on Ebay

Question

I need help because i created an account yesterday and i'm new to ebay so can you give me the basic about ebay and tips?Also,how does the bidding works,i saw some items that starts at 1 cent and can be easily sold far more than that.Does this means if i offer 3 cents and i get highest bid i win the item or what??Can someone cancel the bidding or stop selling the items?
