  2. A lot of those plants have metal wires in them and the plastic is not sealed very well over the metal.  This means that the metal is exposed and can rust and leach minerals and heavy metals into the tank that can kill your fish.  Or the plastic is poorly molded or poured and there are a lot of sharp edges and things on the plants that can injure your fish, so it's not a good idea.

If you want to save money, you can make your own plants out of fabric or even green plastic.  Just wrap a piece of green plastic or fabric around a rock (to weight it down) and secure it with a rubber band.  Then cut the plastic or fabric into strips resembling long leaves.  Or you can make stems with more fanciful leaf designs on them if you want.  Then plunk the rock down in the bottom of your tank and cover it with gravel or sand.  It may look cheesy when out of the water, but once in the water the light fabric or plastic floats around with the water currents and actually looks pretty good.  The fish don't know the difference and it gives them a place to hide and hang out.  I did that when I first started my tank and was too poor to get live plants and it worked great.
