By Korean society standards, is size 25 skinny?

In South Korea, is an 18 year old girl size 25 jeans considered big, normal, or skinny?

It's probably average there, although it's small here in the US, especially if you're normal height or tall.

I'm 5'6" and size 25.  That's about a 3 in juniors;  0 or 2 in women's.  I have trouble finding the size sometimes, but I still say that's probably average in South Korea, but maybe a 25 short.

Their sizing is probably totally different than ours, though.

big?  If you're going to live there, do all your shopping here.  My mom told be about how hard it was to find clothes there.  They only have 3 sizes, it's horrible if it doesn't fit just right.  I'm between size 55 (small) and 66 (medium).  It sucks
