  1. Elmyr's answer is good but incomplete.

    The airport public bus stop is on the second level of the airport, near the Delta counter, in the median (look for the sign and bench).

    The airport public bus stops at Tulane & Carrollton and at Tulane & Loyola (in the city center) on weekdays but only at Tulane & Carrollton on weekends.  

    On weekdays, take the airport public bus to Tulane & Loyola, switch to the Saint Calude bus (the stop is a block away) and take it to Elysian Fields Avenue. Ask for a "transfer" when boarding the Saint Claude bus so you don't have to pay the full $1.25 fare to ride the Elysian Fields bus. The terminal stop for the Elysian Fields bus is on the campus of UNO next to the library.

    On weekends, take the airport public bus to Tulane & Carrollton and switch to the Tulane Avenue bus to get to Loyola Avenue. Then take the Saint Claude and Elysian Fields buses to UNO.
