  1. Go to notary officer ask him the procedure with your I.D. He can do something deffinately and as these are the papers of Govt and money goes in govt Treasury ,after some deductions you can get back some money as per Govt return & refund rules.Go ahead!


  2. Any lwyer or notary outside the court will buy it happily

  3. Apply to Collector of Stamps for refund.

  4. if it is bought in your name nobody eles can use it.....

  5. If the stamp paper purchased in your name, them nobody will take back from you, as there is no use to them, it is better to keep with you in safe, in future may be beneficial to you  

  6. Do you mean like postage stamp? Hmm... I don't think I've ever heard of anyone returning them, but I'm sure you can so long as they are current stamps.
