CA Permit/Licenses Question?

My cousin is currently under the age of 16. He obtained his first permit on 02-09-08. 4 months into his permit, he left his permit in his pants and his mother put it through the washer. He went back to the DMV and the worker there discarded his washed permit and issued him a new one and on the new one it says issued 07-07-08. The counter lady did tape up the ripped and wrinkled completion of drivers ed, certificate of enrollment, and completion of BTW and stapled it into the back of the new permit. My question is does his first permit count for his holding period or does he have to wait another 6 months from the time he obtained his second permit. Thanks For All The Answers I Really Don't Want To Call The DMV And Bother Them...

  1. This isn't a new permit, it is a replacement, and the date is the date the replacement was issued.  The records don't change, so the actual permit date is still the same.
