  1. No, but there are products that are meant to seal concrete floors. Visit your local Lowes or Home Depot.  


  2. i am pretty sure the polyurethane would work, but could be really ugly and if you ever wanted to remove it it could be a bear; i would suggest an epoxy paint of 1 or 2 parts or tile on concrete
