CD/DVD Drive. wiped out everything with restore disks, reinstalled because it was not reading

wiped out everything with restore disks, reinstalled because it was not reading the CD/DVD. That worked. When trying to play DVD, does not matter which codecs are used, it flickers and is choppy, skips...etc. it also did this before the restore. This laptop is brand new!
