  1. They're called 'Weighted spinners' and they're available by order through almost any wheel and tire shop. All over the internet too.

It's basically, an actual rim with a center bearing. then a seperate plate (the part you see spinning, or not spinning)  mounts on that bearing with screws or Allen-head bolts,

That allows the out-side plate to spin however it wants. When driving, eventually it will start spinning on it's own, in whichever direction it feels.. and when you come to a stop at a red light, the outside plate will continue spinning. It gives you the effect of driving really fast, although you are at a dead stop. Looks sweet.

ALSO... you can add self-adhesive weights to the backside (hidden from view) of the plate which keep the plate from spinning. That gives the impression that the car is standing still when really it's driving down the road.

But with the weighted-spinners, they tend to start swinging back and forth like a pendulum if you're driving in stop-and-go traffic.. which kinda looks g*y.

And if you rub ONE CURB..  they stat to wobble. And that looks terrible.

My cousin owned a set of DUB brand spinners that looked like roulette wheels. They looked FANTASTIC but were pretty much impossible to keep clean and it's winter 7 months out of the year where I live so he sold em while they were still in good shape.
