COMPUTER DOES NOT POWER ON

I got a pentium4 computer from a friend the pc just wouldn't power unThe motherboard is a GA-8ST800 P4X266A the operating system is windows xp professional , i bought a new power supply still nothing, changed the battery on the board also nothing , removed the cpu and put it back nothing any ideas
