I doubt it. Although he made up a lot of things as he went along, he did outline a plan for German expansion years before he came to power in Mein Kampf and talked about taking over parts of Russia. It was part of his agenda from the beginning. Since he was also good at hiding his real plans from other European powers to make them think that all he was doing was expanding Germany's economy and increasing his people's prosperity, it probably wouldn't have occurred to many leaders at the time. A pre-emptive strike is a remote scenario as a result.
