Is there a comprehensive list of things I need to do in order to legally offer stock and bonds to the public? Is there a comprehensive list of things I cannot do?

  1. You need to have a track record first as a private company. Most exchanges have a list of criteria to be met, like profit history, etc, before you can get listed. You need the help of merchant bankers, underwriters, accountants, lawyers, etc to launch the IPO.
