CPU Usage help please?

my k so like somtimes when i enter like folders or other things on my pc like the cpu usage goes to 50 and wont lower then if i try somthing else or do somthing it hits 100 and then my cpu freeze's up then i have to reboot an it stops but then it just starts up agian i run AVG 8 anti virus diskclean up windows defender and disk dragment still happens anything i could run or do to fix this??

i think is from

1.software installed on your computer (don't know which one, but probably you've installed all sorts of stuff there)

2.windows is getting tired (reinstall)

3. ??

i think it might be the cookies from pop ups you have to delete some cookies on your computer. open your web brower, go to tools and  pick delete browsing history then you choose to delete your cookies.
