Customarily you can make a pass line bet after the point is established.  You would be "taking the point."

A "put bet" is a bet in which the customer puts a come bet with odds on a number without going through the come.  The same would be a put bet on the line after the come-out roll.  

In a few casinos that allow more than 5x odds, it is not permitted.  They do not allow put bets.  Two such casinos are Main Street Station in downtown Las Vegas, NV, and Joker's Wild in Henderson, NV.  They do not allow any put bets, including taking the point.  The dealers will convert your bet into a place bet on the number.  

Whatever it was the dealer did to you sounds wrong (kept them?), but there may be more to the story that I don't know about.  Dealers will make mistakes sometimes.  Keep you eye on your game.

You can make a pass line bet anytime.  You SHOULD NOT do it after a point has been established.  I.E.  a point is 10...you do not want to put a pass line bet and only get even money.  If you placew the ten you will be getting 9-5 odds.  You may never remove a pass line wager.

Did the seven roll?  That would be a loser and the dealer will take your money.  In some casinos you cannot make a pass line bet after the come out roll.  The only reason is if the casino has 100X odds or something like that.  I only know of the Grand Victoria in Elgin IL won't let you make any put bets.

Yes, you can make that bet.  I do it all the time here in las Vegas. Many times, I see mistakes at a craps table, the dealer pulls up chips when they should be left on the table.  Its hapend to me numerous times.  Always watch your chips and when the dealer makes the mistake and removes your chips, confront him or the box man immeidatley and bring it to their attention, preferbalby before the next roll of the dice.  You should have stated, "wait a mintue, why did you remove my bet?
