  1. not by a regular person only someone from your phone company can.

  2. I have Verizon with caller ID and anonymous call rejection.

When a private or blocked number calls my home they hear a recording that says:  This person does not accept private numbers.  If you would like to complete your call push 1.  They then hear "pleas state your name.

If they do wish to call I then get a special ring.  When I answer, I hear a recording that says "somebody would like to speak with you.  Push 1 to hear who it is.  I then hear the recording from the person calling.  I then hear If you would like to speak to this caller push 1, if not push 2.  If I push 1 the call get connected to me.  If I push 2, the caller then hears, the person your are call doesn't want to talk to you good bye.

  3. Yes. You need a feature provided by your phone company.

Private calls have to identify themselves to call you. If they don't identify, they can't call.
