  1. do you mean "drive a cab alone" or "ride in a cab alone"?

im confused, "there are no cabs here u have to call one", how would you call one if they dont exist?  do you mean that there are taxi companies but you have to call and they are not just roaming around freely like in new york city?  there is a difference of "not having any cabs at all" and "having to call a cab".

if there are no cabs and you want to start driving a cab to provide a service, im sure you'll be able to make money - no competition!

to be a taxi driver, you need special chauffeur licensing from your state, check state laws for variations, but probably have to be 21 to be a taxi driver.

as far as charges, usually there is a meter, and the meter is a combination of time and mileage.  rates are almost always overseen and legislated by a city taxi commission, and all taxis have to charge the same fares for the same services within that city or region.   "15 cents a minute"  doesnt apply, taxi pricing doesnt work that way.

all taxi companies need to be registered and licensed by their city and state, it is illegal to use your private car and charge people for rides, both by law and by your car insurance policy.
