California 's laws on serving alcohol without a licence and serving it to fully nude people at a business?

a nude resort that doesnt have a liquor licence serves alcohol and has full nudity and people have open s*x openly where do i find the laws i've looked and searched many site can someone help.

Such laws are almost always local in nature.  You need to check county ordinances if the facility is in an unincorporated area or a city ordinance if its in a town.  Nearly every city and most counties have adopted local ordinances that prevent full bars at strip clubs.  Hence you get bikini type clubs with full liquor or nude clubs with out.

No issue if they don't sell it, they don't need a license to give someone a drink.
