California Drivers Liscence Question?

im transfering for a job, ive looked on the dmv website. My friend said that in order to get your drivers liscence in the state of cali you have to be on there insurance otherwise without your name not being on the insurance u cant get a drivers liscence. But in Florida u can just have a car under the insurance but ur name does not have to be on it.

IS it true that you have to have ur name on someone's insurance in order to get a liscence...

( I know liscence is spelled wrong)
