California provisional license restriction exception?

Question

my cousin wants to go swimming with me at the local pool but it is to far to walk . my birthday is aug 5 91 ,i got my license in aug 6 of 07 so on aug 6 of 08 my probation for a provisional license will be up. if my mom and her mom sign a note can i drive with my cousin? my cousin is 11

the note would include: the date both of our names ,my DL#,the place we are going, the date, the time we will leave the house, the time we should arive at the pool ,and the time we will leave the pool ,and the time we will should be back home

i actually want to know also but im pretty sure that you need approval from dmv but im not 100% sure...
