  1. This state has much more important things to worry about other than being "green".

  2. Having grown up in the Owens Valley, I used to breathe the dust that blew off from the dry lake bed.  I've also followed the story which has unfolded after I left the area:

The Los Angeles Department of Water and Power lost in court, and finally had to come up with "dust control" measures on the dry lake bed.  I don't remember off the top of my head how many acres the started with, but they installed a sprinkler system to keep the lake bed moist.  They've also used chemicals to "fix" the dust in place.

I don't know if their efforts have been successful, or if they've had to increase the acreage they're trying to suppress the dust on.  Personally, I'd love to see the Owens River be diverted back into the dry lake, so it once again becomes a "lake".  Unfortunately, that will NEVER happen, because Los Angeles owns the water rights in the Owens Valley.
