does deep impact also allow you to kill people faster? or does it just make you shoot through walls.

The Deep Impact perk allows you to shoot through higher density materials such as brick, metal sheeting, concrete blocks (not solid concrete walls), all with reduced damage. It also causes more damage when shooting through lighter materials like wooden fences and drywall. However, it does not inflict more damage to an exposed enemy than it normally would

Shoot through walls, or other thin barriers. Stopping power makes you kill faster. Using both, which i do with a sniper, will let you kill people easier by shooting through walls, obviously because it does more damage than just shooting through a wall normally.
