Calling Card US/Australis?

If I use a calling card to make a call from the US to Austraila, is the other person who recieves the call also charged? And if they call my cell phone with a calling card , am I charged by my carrier?

No.  Only the caller is charged if you call using a calling card to Australia.  What happens with your cell depends on your plan.
