Calling/Texting United States from Mexico?

Question

How do you call a United States cell phone number from a Mexico cell phone number? Also, how do you text a United States cell phone from a Mexico cell phone? I don't care how much it costs, I just need to know the proper numbers to dial prior to the phone number to ensure it works. Thanks!!!

I have text mexican phones from El Paso and receive text too,

But i have a Mexican phone,

It should work for American phones either.

I was just in Monterrey, Mexico a week ago, and here is the answer: If your cell phone has service in your area, you will need to dial 001 and then the person who you are trying to call's area cade and then their phone number. I am not sure about texting, but make sure you do 001 before your calls otherwise you will get some Spanish recording talking to you.
