Calling a cell number from another country????

Please help me. I live in the united states. my friend lives in ireland. but she is currently on holiday in the united states- different state than me. i am trying to call her phone. and so did the operator. i dont know how. i dont know if i have to use the ireland international calling code. or area code. i just dont know. Any help??

Please this is VERY important!! our friend just died and i have to tell her. but i cannot get a hold of her.

I'm calling her cell phone from my house phone.

Dial 011353 then her cell number

If her cell number starts with a zero, drop the zero
