Can you be an accountant with a degree in something else?

Can they train you easily on the job?

Yes, however, without some formal education in accounting it is VERY unlikely that a company will hire you for an accounting position (unless your related to the owner). Most companies look for degreed accountants and won't even talk to you without an accounting degree. You might get to be a bookkeeper with OJT, but that's as high as you will ever get. It's not an easy subject to teach or to learn.
