If you take that as gospel, I have a couple of bridges for sale very cheap and you can keep the tolls. Whoever told you hasn't a clue about the game. For the first time golfer at a reasonable length course of 6,300 yards, slope 123 with moderate hazards and no blind shots less than 5 % would break 100. You might get 20% at a country club because most joiners have had some or much golfing experience.

on an 18 hole course, sticking strickly on the rules of golf with penalties imposed on every imfractions ? I say zero percent.
