Yes, you can.  You can use Skype on the the internet and it even allows you to use a webcam.  Just google Skype and download the free version.  It will tell you how to use it.

Also depending on your long distance provider, there are calling packages in Canada.  We pay 20$ per month for unlimited calling to the US.  You will just have to call your telephone company and see what they offer.
