Calling someone's cell in the phillipines from the US?

I've been calling this friend of mine in the phillipines for a few weeks now. When they dont answer, i dont get their voicemail, i just get this recording saying that the person i'm trying to call cannot be reached, please try again later. So i can't leave them a voicemail cause of this. Does anyone know why this happens when i call this person's cell?

The reason

1. Might be turned off

2. No load

3. Out of coverage area

calling cell is expensive. Just for e-mail add so can exchage e-mail.

or at yahoo PC to PC

It's because your friend does not have voicemail or had it deactivated.
