Toll free #s in USA are NOT accessible from outside the USA. You would get a message that "the # is not toll free if dialled from outside the US, you will be responsible for all international call charges. Hang up if you do not wish to incur those charges."

If you want to reach the toll free # anyway, you would have to pay international rates.
