Can 16 year old daughter get first passport without sending mothers birth certificate?

daughter lives with mother and we have her birth certificate but according to form we need to send mothers certificate as well. she is refusing to do this. in guidlines it states needs this unless applicant is either married or 25 yrs old!

    When i got a passport, i did it the quick way, got an appointment with the passport office and got my passport within 7 days (but i paid more).

    You dont need to send mothers or fathers certificate at all, you just need to fill in the information about the mother or father (like where they born etc) they prefer having the fathers details! i think you have to fill it both boxes still but they prefer the fathers details for everything on a passport application!

    You just need your daughters birth certificare, 2 signed photos (one signed from your doctor or teacher etc) and thats it mate!

  4. Note that if you know when and where the mother was born you can obtain a duplicate certificate.

    Does the daughter only qualify for UK citizenship through her mother? If she qualifies through her father then the father's documents should be sufficient.

  5. She needs her mother's birth certificate because of her age.  She is still a minor.

  6. My husband is trying to get a new passport and it is proving to be the most difficult thing in the world. He sent his birth certificate and his marriage licence. That was sent back and he had to fill out another form. That was returned and now he has to make an appointment to be interviewed before they'll give him his passport cos THEY cant find his old one. How on earth do people get fake ones?
