Can 17 year olds go into bars and stuff in Quebec City (without ordering drinks)?

me and my friends are planning to go to Quebec city and not all of them are 18 yet. . so I was wondering if they could still just go in.

Some bars will let people go if they're looking around 18, some are not checking so much and you can try many until you can go to one you'd like.

Also, I know that many students under 18 get faked student's card or borrow friends' ID. Especially if you're from another country, the doorman is unlikely to know if it's a fake or not.

The legal drinking age is 18 in Quebec. You are allowed into a drinking establishment BEFORE 9pm as long as said establishment also serves food. If not, you are not allowed in at any time of day.

no they CAN NOT BECAUSE YOU HAVE TO 21 TO BE ABLE TO GO IN A BAR EVEN THOUGH YOU ARE NOT GOING TO DRINK
