The short answer is yes, since they have to share the bandwidth. But I'll remind you that with your uTorrent application you can control what torrent gets the most of your bandwidth. Just right-click the torrent (in the uTorrent main window) for the bandwidth allocation options.

That depends on the upload capacity of your internet connection.  For most people running two is not a big issue.  You just do not want to spread your upload too thin or you won't get much back from other peers.
