I dont see a second set of footpegs, so i dont believe it was made for 2 people.

It's legal to have a passenger on a CRF230L (though not a standard CRF230) because the "L" version has footpegs and a grab strap on the seat. The website doesn't list a total weight capacity though, you might want to ask a dealer before you put a passenger on.
