Can 2 ppl sit on an on/off a crf 230l to be exact?

a CRF230 has adequate power to have two people ride on it but not at highway speeds for any duration.  

I am not sure whether the new street legal version has foot pegs for a second rider but there are a variety of aftermarket add on buddy pegs that bolt to the swing arm in a clamping fashion that I have seen on numerous off-road bikes that were converted to dual sport bikes.

the seat is long enough and might require stiffening up the rear suspension a tad for when doubling up...

not sure if that answered what you were looking for or not???  my daughter's CRF will carry two people, we just don't have the rear pegs installed...
