Can't click the safe boot option on msconfig without the window locking up; can't safe boot at all?

I can't seem to check the "safe boot" option on my msconfig window on my laptop. Every time I bring up msconfig and click on the box next to "safe boot", the window locks up and says that "system configuration utility has encountered a problem and needs to close". The window has to be closed after that, making it so that I cannot boot up in safe mode at all using msconfig, which is a bit of a problem because I have some necessary programs to install that I simply can't in normal mode (long story, it's hardly ever worked in normal mode). Is this normal? Is there any other way to boot in safe mode?

  1. I think there is a way to get around that. Why don't you just do a system restore on the normal version of windows ?

  2. What operating system? I've never seen one with safe boot in msconfig.

Try the usual method of access for Safe Mode. <F8> as the system starts up before you see any Windows splash. (Keep tapping <F8> until you get a menu)

What program should install in Safe Mode but not from a regular boot? Chances are Safe Mode won't help.
