Can't remember the name of a children's book about Rose, who finds a red-headed boy in the attic?

I remember very little about the book, but the main character was named Rose, and I think she was very plain, even homely, and she was sent to work for a rich neighbor as a maid and discovers a red-headed club-footed boy in the attic. I know red hair is forbidden in the society of the book, because it's the mark of a wild person or something. I remember she was very good with apple orchards...and that's about it! The red-headed boy turns out to be the leader of a group of wilders but the book ends with him rejecting Rose, who helped him escape, and being very petulant about leading this community of his fellow people.

Sounds a bit like the secret garden, but her name is Mary. She is sent to work as a maid. In the book the boy has red hair but isnt really of that much consequence.
