I don't live in Europe, but i want to know if i can open a bank account in Europe for future references?

Yes you can

You can have a bank account in almost any country you want, but keep in mind you still will be subject to US taxes since you may be generating income.  Also you may be subject to the other country's tax code.

Yes, but you have to disclose it on your IRS 1040, and report interest, and will prob be audited.

Do you have an interest or control of a foreign bank account?
